What Is the ADvantage Waiver?

Home & Community-Based Care

The ADvantage Waiver is a Medicaid program administered by Oklahoma DHS that allows eligible older adults and adults with physical disabilities to receive long-term care services at home or in an assisted living setting rather than a nursing home. The goal is to support independence and quality of life in a community setting.

Can a Family Member Be Paid to Provide Care?

Yes — in some cases. Through the program's consumer-directed option, eligible participants may be able to hire and manage their own caregivers, which can include certain family members. This can be a meaningful option for families who are already providing care. Restrictions apply — contact the program for details.

Who May Qualify

Eligibility is based on financial need (Medicaid income and asset limits) and a functional assessment showing a nursing-facility level of care need. Meeting both criteria is required.

Age & Residency
Must be an Oklahoma resident, age 21 or older (seniors 65+ are the primary population served), and a U.S. citizen or qualified non-citizen.
Financial Eligibility
Must meet Oklahoma Medicaid income and resource limits. Income levels are assessed monthly. Certain assets such as a primary home may be exempt.
Level of Care Need
A functional assessment by an Oklahoma DHS case manager must determine that the person requires nursing-facility level care — meaning significant assistance with daily activities.
Safe Home Environment
The program requires that services can be safely delivered in the person's home or community setting. A case manager will assess this as part of the enrollment process.
